Purpose: To provide instructions to first-time users who have not yet applied for or renewed their license(s) in this new eLicensing system and non-licensees who need to create an account to access the system.
Please note: Accounts must be created by the license-holder or applicant for person-based licenses.
Step 1: Click on the grey “Create Account” icon under the login box.
Step 2: Enter all required demographic/user account information.
- It is strongly recommended to use your personal email to ensure future access to the system.
- Follow the formatting requirements for all data fields.
- The username and password must meet the following requirements:

- Must be at least 10 characters.

- Must contain 1 lowercase character.

Step 3: Agree to the Terms and Conditions and confirm you are not a robot.
- Check off both boxes and complete any CAPTCHA required confirmations.
- The CAPTCHA is browser-generated. If it fails or does not load, changing browsers or devices may fix the issue.
Step 4: Enter an alternative email address.
- If you forget your password, the temporary passcode will be sent to your alternative email inbox in addition to the email used to create your account.
- Alternative emails are not required. You can skip this step by selecting the “Skip” button.
Step 5: Confirm the verification code.
- Check your email inbox or spam folder to retrieve the verification code sent.
- Use the link provided in the email to enter the code received.
Step 6: Login.
- To login successfully, enter the username and password you just created.
Best Practices: Most users may use the system annually or biannually. Please safeguard your username and password to ensure a seamless log in process for future access.
Common Issues and Troubleshooting: If you do not remember your username or password, you can select the appropriate option below the “Create Account” icon to retrieve either one.

How do I login? I no longer have access to the email used to create my account.
If you know your password, you can login with your username and change the email by clicking on the green user account icon in the top right-hand corner.
If you have access to your alternative email, you can reset your password, login, and change the email.
If you have no access at all, you must create a new account.
I requested a password and have not received an email?
Please check your spam folder. If you have not used this system since the 9/28/22 launch, you likely need to create an account.
How do I login? The system does not recognize the temporary passcode sent to me.
Temporary passcodes are time sensitive. If the system does not recognize the temporary passcode you are entering, submit a new request.
You cannot login with a temporary passcode, you must use the link provided in the reset email to create a new password before attempting to login.
